PEDDAR had an intention of maltreatment, SIU YUK was beaten seriously. LOK didn't have any concrete evidence and could not restrain him by law. CHUM WAH and SIN MEI were being drawn into a conspiracy of drug trafficking. LOK investigated and found out that YAT TIN did it.
