It is because they usually have conducted crimes in the past. This gives him more chances to solve cases. CHING comes across a drug addict CHAU YAT SING who later becomes his spy. However SING is not loyal to him and always tricks CHING. As SING takes drugs, he becomes so poor that he forces his daughter CHAU LING to be a prostitute.
